| 内容記述 | The purpose of this paper is to give an outline of citizens' associations (Burgervereine) in Germany and to examine their meaning. The citizens' associations were born in suburbs in the middle of the 19^<th> century under liberalism and urbanization. They still exist in quite a few cities, for example in Oldenburg in Niedersachen and in Nuremberg in Bayern. Their main activities are to promote friendship among citizens, not only their members but also all residents in community, and to represent citizens' interests against the municipality. In this sense the citizens' associations can be called community-based organizations. Compared with the local representation systems, such as district committees in Munich, the citizens' associations are more similar to the Chonaikai, which are typical community-based organizations in Japan: 1) the citizens' associations have no legitimate powers, 2) they are organized without legal support, 3)they maintain political and religious neutrality, 4)they wish to be involved in all matters in community and 5) they aim to increase the public welfare in it. ... | |||||
