| 内容記述 | In social welfare after a basic structural reform of social welfare, the following contradiction generates it. An equal relation between the welfare user and welfare Facilities and the entrepreneur is obstructed by introducing the contract system in the first point of contradiction. The second point of contradiction obstructs independence while aiming at the welfare user's independence support. The third point of contradiction obstructs a quasi-value of usability though social welfare originally raises a quasi-value of usability. The fourth point of contradiction causes the decrease in the quality of welfare though is expected the improvement of the quality of welfare by the competition in welfare market. The entry and the promotion of the private company are attempted in the fifth point of contradiction. And, the public responsibility of the country and the local government is reduced in one side. Because social welfare is subordinate to the market, the right protection system is making it to the ruin in the sixth point of contradiction. In this text, it searches for the direction of preferable social welfare reorganization that resolves situation of the contradiction of the above-mentioned. | |||||
